Does this guy just follow cops around with the camera rolling? There’s no way that he could witness this much tomfoolery in the same city without doing so. I think he’s got a bit too much time on his hands.

I just like how the 2 cops stopped in the middle of the street for some package exchange. Um, that could have been done in a side parking lot and not stop the flow of the traffic. smh
